This is something I've seen discussed by the IWC in past years, but not as much recently. I really think that B-level PPV events could benefit from being held in international markets. PPVs like "Over the Limit" being held in cities like Pittsburgh or Buffalo is fine, but if they were to be held somewhere new it create a cool buzz around the events.
I think Brazil would be a great place to have a PPV. It's home to a large WWE fanbase, is very tourist-friendly and is experienced in hosting big events. One of those events is the 2014 FIFA World Cup, which is being held throughout the country during June and July of next year. For that event, several new stadiums are being erected that would be perfect for professional wrestling events. One such arena is Arena de São Paulo, which is intended to look like this:
With a capacity of nearly 50,000 you couldn't go wrong holding an event there. So here's my idea: hold Night Of Champions in this venue and make a huge deal over it. Promote the fact that the very first WWWF Champion (Buddy Rogers) was crowned in Brazil in 1963. Have a big time main event for the WWE title, and maybe even consider unifying the WWE and World Heavyweight titles here. I honestly think this would be a great idea from both a programming and business perspective. Also, they wouldn't have to worry about time zone differences as much as they would if they were to hold a PPV in Europe.
