In 1995, Shawn Michaels entered the Royal Rumble as the #1 entry and defeated 29 other superstars.
9 years later in 2004, Chris Benoit entered the Royal Rumble as the #1 entry and defeated 29 other superstars.
9 years later it's 2013, and I believe it's a strong possibility that the #1 entry in this years Royal Rumble may win and defeat 29 other superstars.
Now, it might be Dolph Ziggler who draws that number, which makes it less possible (because he already has the briefcase). But that could be a nice twist of events Ziggler wins Rumble, loses title match at Mania, then attacks his opponent and cashes in the briefcase to win the match. Or lose one title match and win another. As a biased Ziggler fan, I'd love to see it. But I don't think it'd happen.
So IF Ziggler chooses #2, then if someone else chooses number #1, the odds would be better for their favor and less complicated in turn of events come Mania.
