JR has declined to the point where Cole should always be with him if he's calling full broadcasts, but not to the point that he shouldn't be calling broadcasts at all.

I'm a firm believer that if your at the announce booth or competing in the ring (or just any job) you give a 110 percent or don't bother showing up.

As Champ said, JR adds a lot to a booth, particularly with his passion and that gorgeous voice he has. He needs Cole alongside him, but he still has value.
